Motorists face £80 fines if litter is thrown from their car, even if it’s by a passenger.

New laws are planned give local authorities more power to issue the fixed penalty notices to the registered owner of a vehicle as councils try to keep streets and verges clear of rubbish.

Presumably there’ll be a fleet of white vans cruising the highways and byways looking out for tiny pieces of litter fluttering out of car windows. Will drivers of offending cars be forced off the road after a chase, or will a police type stinger force the litter droppers to a standstill so they can be forced to pay £80.

Maybe someone will have the sense to realise catching and collecting the litter fines will cost more than the revenue raised. Hmmm, perhaps those doing community service could be used to pick the litter up a much cheaper option.

Ignorance will be no excuse and the owner will have to hand over the cash or identify whoever it was so that they can be made to pay, so no saying the kids in the back must have thrown it out.

If the penalty is not paid there could be a fine of up to £2,500 imposed by magistrates and the police accompanied bailiffs at your door if you still don’t pay up.

In the past councils have struggled to pin people down for dropping litter because they have denied all knowledge so it has been difficult to prove who threw it.

Under these rules, however, the owner of the car will have to take the fine or tell the authorities who was responsible.

Clyde Loakes, vice chairman of the Local Government Association, said: “that people would be encouraged by councils to inform them of litter hotspots”.

More taxpayers money spent on promoting that initiative.
